Permits are issued where premises either offer very low stakes and prizes gambling or premises whose primary function is not the provision of gambling. The only premises that are eligible to apply to the council for permits are:

Unlicensed Family Entertainment Centres

Alcohol Licensed Premises (under the Licensing Act 2003)

Clubs, both commercial and non-commercial

Premises wishing to offer commercial prize gaming
The permits that the council can issue are:

Licensed Premises Gaming Machine Permit

N.B. the council can also receive notifications of a licensed premises intention to exercise its automatic entitlement to two gaming machines

Club Machine Permits
Permits are quite different from premises licences. For example the applicant does not have to possess an Operators Licence; there are no responsible authorities or interested parties in respect to applications; the council can only grant or reject a permit, they cannot add conditions; with the exception of permits relating to alcohol licensed premises, permits are of limited duration.
