If you want to trade in the streets of Aylesbury and Buckingham you need a Street Trading Consent from AVDC

The whole of Aylesbury Vale is a consented street area which means you can not trade anywhere in Aylesbury Vale without a street trading consent.There are a limited number of consented pitches, however currently these are all occupied.

You may be able to trade on private land and  you do not need any formal permission from licensing, but you will need permission from the landowner.  This might be a private landowner, Highways at Bucks County Council or even AVDC.  You may also need planning permission.
