AVDC has to follow legislation and internal regulation and policies that impact on its procurement activity.
Contract Procedure Rules
These rules set levels above which specific processes have to be followed.

European Legislation
The EU Procurement Directive affects our procurement activity. If the Directive applies, the council has to:
- Advertise the contract in the Official Journal of the European (OJEU).
- Use procedures that are open and transparent.
- Apply clear and objective criteria when selecting tenderers and awarding contracts.
- Use non-discriminatory technical specifcations.
- Allow enough time to submit expressions of interest and tenders.
Effective from 1st January 2008, the thresholds above which the Directive applies are:
Supplies and Services £156,442
Works £3,927,260
These thresholds apply to the total value of the contract and not to its annual value.
