Background papers

At the bottom of each report to council, cabinet or a committee a list of background papers is given. These are documents which disclose any facts or matters on which the report, or an important part of it, has been based or which have been relied on to a material extent in preparing the report. The list does not include published papers or those which disclose exempt or confidential information. 

Any background papers listed which are not published documents or those which disclose exempt or confidential information will be attached to the report when it is published.
