Chairman of AVDC 2007/2008

Councillor Netta Glover was elected to AVDC in 2000 as the member for the Wing Ward.  She is married to Ray.

Prior to becoming Chairman, Netta was Vice Chairman from 2005/2007.  Her theme for the year will be service to the community.

Netta is also Vice Chairman of the Development Control Committee.

Vice Chairman for 2007/2008

The Vice Chairman of AVDC is Councillor David Radford Smith who was elected in 2003 as the member for Long Crendon Ward, which includes the villages of Chearsley, Cuddington, Ickford, Long Crendon, Shabbington and Worminghall.

Chairman’s Charity

It is customary for the Chairman to choose a charity or charities each year.  One of the charities this year will be the Friends of Bierton Hill.  The Friends raise money to provide extra equipment and social events for Bierton Hill Resource Centre.  The centre caters for adults with severe learning difficulties.  The other charity will be one linked to Stoke Mandeville Hospital and details will be announced later .

The Chairman is delighted to attend events in the district such as fetes, openings of community projects, exhibitions, and if you would like to invite her to an event you are organising please write to her at the Chairman’s Room, AVDC, The Gateway, Gatehouse Road, Aylesbury HP19 8FF or email communications@aylesburyvaledc.gov.uk. If the Chairman is unable to attend the Vice Chairman may be available to represent her.

Role of the Chairman

Aylesbury Vale being a district council has a Chairman rather than a Mayor. The Chairman’s role is a ceremonial one. The Chairman chairs meetings of the full council. Council meetings are open to members of the public. Apart from this, the Chairman’s role is a ceremonial one:

  • Hosting AVDC functions
  • Acting as an ambassador for AVDC
  • Representing AVDC at events

The Chairman must be a serving councillor and is elected each year at AVDC’s Annual Meeting.

The Chairman has a badge and chain of office as a symbol of his or her position

Protocol

Under the Local Government Act 1972 the Chairman of the Council is First Citizen of the district and at events within the district takes precedence over everyone except the Queen’s representative. If the Vice Chairman is attending an event in place of the Chairman he or she takes the same precedence.

The Chairman of AVDC always takes precedence over the mayors of the town councils. This is because when AVDC was formed in 1974 from six local councils in the area, three of these councils, Aylesbury, Buckingham and Winslow were borough councils and had mayors. Under the Local Government Act 1972 these towns have town councils instead of parish councils and are entitled to elect a mayor.

Chairman’s Consort

The Chairman may choose a person, normally his or her spouse or partner, to act as Chairman’s consort. But if the Chairman is single he or she may not wish to nominate a consort.
