Terms of reference of this committee

The committee will contribute towards the council achieving the following outcome and organisational aspirations

In doing this the Committee will undertake the overview and scrutiny function in relation to: 

  • helping the cabinet develop the council's annual budget and a 3 year budget strategy
  • reviewing the management of resources made available to the council and to scrutinise its financial management
  • reviewing and reporting to the cabinet on the authority's performance against the best value performance plan as it relates to the remit of this committee
  • monitoring and assessing quality of services across the council
  • reviewing performance from satisfaction surveys and promoting better customer care where appropriate
  • identifying and promoting best practice in relation to service delivery
  • co-ordinating and publishing information on service performance
  • recommending to cabinet matters to be included in the annual Best Value Performance Plan, and/or Best Value reviews to be conducted
  • the Council's Best Value Performance Plan
  • matters relating to the review of the Constitution and political management arrangements
  • implementing policy framework plans as they relate to the remit of this Committee; the council's Corporate Plan
  • the provision, planning and management of the council's support services
  • the provision, planning and management of corporate buildings
  • all functions not included in the terms of reference of any other Scrutiny Committee.
