What types of building work require listed building consent?

Replacement windows

The following are examples of typical works that require listed building consent. There are also some with additional comments and guidance.

Structural alterations
  • Underpinning
  • Damp proofing
  • Removal of timber frame
  • Strengthening works, including insertion of RSJ's, buttresses
Repairs
  • Schemes of repairs that require the replacement or alteration of either significant quantities and / or significant elements of historic fabric

(Advice should be sought from a Historic Buildings Officer)

Demolition
  • Any demolition of an entire listed building or part of a building including individual elements such as removal of staircases, walls, floors, ceilings, chimneys, curtilage listed buildings

(If in doubt about the status of a building located in the curtilage of a listed building then please consult the Historic Buildings Officer)

Extensions
  • This includes porches, conservatories: any extension should be subservient to the original building; accumulated extensions should not exceed the original structure in footprint or overall volume

Windows
  • Historic windows should be retained and repaired wherever possible; where they have decayed beyond reasonable repair then like for like replacements may usually be installed
  • Replacement windows and doors which differ in design, material and fittings from the originals will require listed building consent. Aluminium and uPVC window frames are never acceptable for listed buildings
  • Double glazing: this should be avoided and alternative methods of insulation / draught control considered e.g. the proper fitting and application of draught prevention strips to existing windows, fitting of secondary glazing, fitting of shutters. There may be some instances where double glazing may be appropriate e.g. on modern extensions to listed buildings, where all historic glazing has been removed and the proposed replacement offers a significant improvement in the appearance of the listed building
Roofs
  • Changes to roofing materials, eg. change from handmade to machine made tiles
  • Replacement of part of / entire historic roof structure
  • Alteration to roofline eg. increasing height following insertion of insulation
  • Introduction of roof lights and dormer windows
  • Complete stripping of thatched roof
  • Change of thatching material, (contact the Historic Buildings Officer for advice)
External alterations including:
  • Doors; replacement of historic doors and alterations to design
  • Painting [including doors and windows] of the building in a manner which would affect its character and also painting over previously unpainted surfaces
  • Rendering of any previously un-rendered surfaces
  • Replacement of lime render with cement render or any render with a cement content
  • Introduction of cladding of any type
  • Attaching items such as satellite dishes, alarms, signs, advertisements to the building
  • Removal of sections of boundary walling to form pedestrian or vehicular accesses
  • Re-pointing in a different mix from the original and where re-pointing would alter the character or appearance of the building
  • Removal of chimney stacks
  • Removal of timber frame
  • Fitting of flues, soil and vent pipes, extract vents
  • Fitting of solar panels, photovoltaic tiles, wind turbines
  • Rainwater goods; replacement of cast iron with any other material
  • Provision of / or alterations to walls, fences, gates and railings attached to the listed building
Internal alterations including:

The following are examples of typical works that require Listed Building Consent

  • Replacing original surfaces such as lathe and plaster, floorboards, etc. with different materials; also removing plaster finishes to brick walls
  • Forming new internal partitions and also forming of openings in original internal walls
  • Works which would involve the removal or alteration of original internal features such as fireplaces, cornices, dado rails, skirting boards, staircases, built-in cupboards etc.
  • Underfloor heating which requires alterations to historic floors
Works to outbuildings and boundary walls
  • Any outbuildings or boundary walls constructed before 1948 are protected by the listing of the main structure on site thus any alterations to these structures beyond repairs will require listed building consent
