How can I tell if a vehicle has been abandoned?

We are required to asses whether vehicles are abandoned using the following but not exclusive criteria:

The car might be in a poor condition, possibly the radio wires hanging out, the wing mirrors hanging off, it may have been there for some time, with weeds growth around it. It looks like it is unloved, no one has been near it for some time. It may be full of rubbish, It may be unlocked or have a tow rope attached to it. It should be untaxed.

Once we have established that it has been abandoned will we remove the vehicle.
