Planning Policy Guidance

Policies

Current Planning Police Guidance sets out the Government's current national policies on different aspects of planning.

To ensure effective planning for this, it is essential that the needs of local communities are known. The guidance recommends that Local Authorities should undertake robust audit assessments of the existing and future needs of their communities for open space, sports and recreational facilities. Local assessment should be used to set standards for the provision of open space, sport and recreational facilities.

Audits

AVDC first conducted an audit in 2004 through Consultants Torkildson Barclay and again in 2009/10. The initial audit formed the evidence base for the AVDC Sport and Leisure Supplementary Planning Guidance (2004) and the supporting Ready Reckoner (2005) documents found below.

The Audit update in 2009/10 by Consultants Torkildson Barclay included community centres, sport pitches and all weather pitches. This work included writing to Parish & Town Councils as well as community organisations such as sport clubs. This second audit formed the evidence base for the revised AVDC Playing Pitch Strategy (2010) and the PPG17 Report (2010) documents found below.

The next assessment of Leisure and Cultural Facilities is to be undertaken in 2012 by Consultants Torkildson Barclay. The Government expects all Local Authorities to carry out robust assessments of needs on a regular basis and good quality audits allow Local Authorities to identify specific needs, write appropriate policies and clear strategies for effective planning of leisure provision within the district. The current planning guidance is under review by government but essentially the data collected from these audits is still needed.

The Sports and Leisure SPG (2004), Ready Reckoner (2005), Aylesbury Playing Pitch Strategy (2010), Aylesbury Vale PPG17 Study (2010) provide the basis for the calculation of S106 developer contributions, team generation rates to establish playing pitch provision and current provision of AVDC leisure built facilities.
