Weedon Hill MDA - Outline planning application

Weedon Hill MDA - Outline planning consent granted for first of Aylesbury's Major Development Areas.

In February 2003 an application was submitted by Hallam Land Management Ltd to seek outline planning permission for development at Weedon Hill. The site is one of three major development areas on the periphery of Aylesbury identified in the Aylesbury Vale District Local Plan. The Inspector's part 1 report following the Public Inquiry into the Plan's proposals supported the general strategy of directing around 65% of the district's growth up until 2011 to Aylesbury. It also supported major new housing development at Berryfields and Weedon Hill and a new employment site at Aston Clinton Road.

The outline planning application for Weedon Hill comprises residential development of 850 dwellings on 22 hectares of land, along with ancillary facilities to include a neighbourhood centre, a combined school, sports and recreational facilities including a linear park on the northern bank of the River Thame, and a "park-and-ride" facility on the A413 Buckingham Road. The total area of the site is 48.6 hectares.

Access to the site would be from two points on the A413 Buckingham Road. The southern access would be opposite the Watermead access road. The existing small roundabout would be replaced by a signal-controlled, 4-way junction. A new roundabout would be positioned 650m to the north, giving access to the MDA and to the 1.7 hectare park-and-ride car park to the north of the proposed housing area. In future, this roundabout will also be the eastern end of the proposed Aylesbury Western Link Road, a route between the A413 and the A41 Bicester Road. The proposed new junctions on the A413 are part of the application, but the Western Link Road itself will be the subject of a future application.

Linked to the MDA proposals are plans to improve the use of the A413 corridor by public transport. These plans will be put forward by the County Council and will include improvements to junctions and creation of bus and cycle lanes between Weedon Hill and the centre of the town. These proposals will be the subject of a separate consultation exercise which will be undertaken in due course. The improvements, together with a scheme to improve traffic flow at the Horse & Jockey junction, will be paid for by the Weedon Hill developers.

The planning application is accompanied by an environmental statement dealing with the proposed development, assessing the environmental effects that could result and outlining measures to avoid, reduce and remedy significant adverse effects. A non-technical summary of the environmental statement is also available.

The application was considered by the Development Control Committee on 9th October 2003. At that meeting the Committee resolved that the Head of Planning or Development Control Manager be authorised to determine the application following the concurrence of the Secretary of State, the completion of the Framework Plan including design codes and following completion of planning obligation agreements with the Council in a form satisfactory to the Head of Legal Services and with Buckinghamshire County Council. These matters have now been concluded and outline planning consent was granted on 24th November 2004.
