Ensuring developers meet their commitments
The granting of planning permission is often subject to the creation of a Planning Obligation (Section 106) Agreement. These Agreements describe the infrastructure elements (such as public open space, play areas, affordable dwellings, road transport facilities, community centres, etc) that the developer has agreed to provide as part of the development. The Agreement also describes the timescales in which these facilities are to be provided.
The Planned Development Officer's prime role is to record, monitor and pursue progress on the provision of the facilities. He is also involved in the creation of new agreements in helping to ensure that they contain the right obligations, specifications and timescales.
