Adopted supplementary planning guidance sport and leisure facilities

In May 2004, we published a draft Supplementary Planning Guidance note (SPG) on Sport and Leisure Facilities. We considered all comments, and amended the SPG accordingly. The Cabinet Member for Planned Development approved the response to the comments, and the SPG was adopted on 2nd August 2004.

The SPG provides more detailed guidance on the type, scale and cost of sport and leisure facilities to be provided by new housing development. It updates the Aylesbury Vale District Local Plan in light of new Government Planning Policy Guidance on Open Space, Sport and Recreation (PPG17, 2002). The SPG establishes that:

  • All developments of four or more dwellings should either contribute to or provide on site sport, leisure and cultural facilities
  • The contributions are aimed at providing for the whole range of sport and leisure requirements, from local equipped play areas to district-wide leisure and cultural centres
  • Generally, developments of up to 50 dwellings will be required to make off-site contributions with no formal facilities on site
  • For developments of greater than 50 dwellings there will be a `sliding threshold’ of on-site provision and off-site contributions. On site facilities should conform with the published Good Practice Guide
  • Commuted sums will be based on the cost per size (bedrooms) for each unit (a comparison of similar figures used by other authorities typically gives a requirement for a one bed unit of £1,500 to £3,000 for a 3 bed unit) The cost is made up of a percentage contribution to each category of sport and leisure facility
  • Details of costs and the level of commuted sums are contained in the Ready Reckoner companion document.
  • Details of local deficiencies are provided in the Audit companion document, which will be updated regularly.
