Affordable housing and housing need
In 2003 John Herington Associates commenced a study of housing need within the district on behalf of the Council. The aim was to identify the current and future housing need within the Vale. The report was published in 2005.
The extent of affordable housing need was examined by comparing the relationship between house prices and rent levels and incomes. The assessment was made for 5 urban sub-areas and 2 rural sub-areas. The backlog of unmet need was identified along with projections of future need for affordable homes. The planned future housing supply was also taken into account. These were tested against different assumptions regarding the housing market. The study identified the type of accommodation needed. Recommendations were then made about the future delivery of affordable housing through the planning process.
In 2007, John Herington Associates were asked by us to update the 2003 housing need survey. The purpose of the update was to provide robust evidence for use in developing policies and proposals for housing in the emerging local development framework, and to monitor the changes since the 2003 study was undertaken.
In 2007, a housing viability study was undertaken to examine how affordable housing impacts on the viability of development. The study assesses the impact of affordable housing provision, and other developer contributions, on the economics of house building in the district.
In 2009 a further affordable housing viability study was undertaken to update the 2007 viability study and to advice on affordable housing policy.
