Aylesbury Transport Studies

AVDC and Bucks County Council jointly commissioned the consultants Halcrow to undertake the Aylesbury transport study. The study is a critical part of the evidence gathering for two development plan documents (DPDs) that will form part of the Aylesbury Vale Local Development Framework (AVLDF). One of the DPDs will be the core strategy and the other will deal with allocated sites.

In 2005, Halcrow undertook survey/census work and in September of that year, produced a report setting out the results which described the existing transport conditions in Aylesbury at that time.

Halcrow developed the Aylesbury Land Use Transport Strategy (ALUTS2) model and used a series of illustrative scenarios for the Aylesbury area to test the model.  In May 2006, they produced a technical note outlining the results of those initial tests.

Subsequently, Halcrow again ran the model, using three scenarios based on the options for the growth of Aylesbury to 2026, identified in the AVLDF core strategy and Aylesbury allocated sites issues and options consultation booklet. In November 2006, they produced a second technical note which includes the results of that testing.

A third technical note was produced in 2007 to test the 6 different scenarios based on the LDF growth of 10,000 dwellings at Aylesbury. Six scenarios were tested including northern, southern, and north south hybrid. Two further sites put forward by developers (Fleet Marston and Aylesbury East), were also tested through the model. The technical note outlines the modelling methodology and outlines the findings as total travel costs (as measured by the generalised cost index).

A fourth transport technical note was published in October 2008 to coincide with the additional consultation on the direction of housing growth at Aylesbury. The options tested include growth in a generally eastern direction, growth in a generally southern direction, and a combined option taking elements from both the southern and eastern options.

A fifth technical note was published in December 2009 updating the fourth technical note to reflect the actual housing allocations for Aylesbury as set in the Core Strategy

A sixth technical note was published in January 2010 to support the development of the Supplementary Planning Document for the Aylesbury Growth Arc, as shows the effect of reducing the number of senior schools from three to two.

A further technical note addresses the impacts of growth on the Highways Agency network (trunk roads and motorways) arising from alternative strategies within the Local Development Framework (LDF), assessing the scenario in the year 2026. The note looks at the amount of additional two way traffic in the morning peak hour on the Highways Agency network. The appendix to this note provides table results of the amount of additional traffic on the Aylesbury side of the assessed routes, and includes a discussion on the impact of Milton Keynes growth.

To inform the core strategy spatial strategy for Aylesbury, reports have been prepared setting out a transport strategy for the town to 2026. A draft report was published in September 2008 with a further officer draft published in March 2009. A technical evidence base report was also published in October 2008 to inform the transport stategy.
