AVLDF Core Strategy
The core strategy was published for public comment between 10 June 2009 and 22 July 2009. All comments received in time during that period have been processed and the core strategy was submitted for independent examination on 30 October 2009. About the core strategy
The core strategy (a development plan document), is the central document within the local development framework (LDF), and all other development plan documents must agree with it.
The core strategy sets out the overall strategy for development in the district, including a spatial vision and objectives. It makes strategic allocations in the district, for major housing growth at Aylesbury and in the north east of the district adjacent to Milton Keynes, as well as key major employment areas. It sets out in broad terms the spatial strategy and apportionment of development for the rest of the district, but does not identify sites for this growth, which will be the subject of another policy document likely to be published in late 2010.
Current position
The core strategy was submitted to the secretary of state for independent examination on 30 October 2009.
The timescales after submission to the receipt of the inspector’s report are subject to confirmation from the planning inspectorate, but are likely to be as follows:
- Submission for examination - October 2009
- Pre-hearing meeting - December 2009
- Examination hearings - February/March 2010
- Receipt of Inspector's report - July 2010
- Adoption - September 2010
Previous stages
In summer 2007, we consulted on the preferred options for two of the LDF documents. These were the core strategy and Aylesbury allocated sites documents, however, since the publication of the preferred options, we have decided that we will no longer be preparing a separate Aylesbury allocated sites document due to changed government guidance. Strategic allocations at Aylesbury are now being made in the core strategy, and non-strategic allocations will be made in the delivery policies document.
The preferred options documents identified the southern growth arc as the preferred location for the majority of Aylesbury’s development. This aspect of the consultation generated by far the most comments. As a result of this, issues over the deliverability of key infrastructure, and the need to respond to the changes in government guidance, we looked in detail at three different options for the development of the town:
• An eastern growth arc
• The southern growth arc
• A combined east and southern growth arc
