AVLDF Core Strategy

On the 8th September 2010 the Council will be considering a recommendation to withdraw the Core Strategy from the examination process (subject to Secretary of State Direction); this report will be available from 26th August 2010. Please see the Core Strategy – Current Position webpage for the latest information.

The core strategy was published for public comment between 10 June 2009 and 22 July 2009. All comments received in time during that period have been processed and the core strategy was submitted for independent examination on 30 October 2009. The pre hearing meeting took place in December 20009 and hearing sessions took place earlier this year (February/March 2010) and the Inspector is currently carrying out examination on the Core Strategy. Following the revocation of the Regional Spatial Strategy the Core Strategy process is now under review. About the core strategy 

The core strategy (a development plan document), is the central document within the local development framework (LDF), and all other development plan documents must agree with it.

The core strategy sets out the overall strategy for development in the district, including a spatial vision and objectives. It makes strategic allocations in the district, for major housing growth at Aylesbury and in the north east of the district adjacent to Milton Keynes, as well as key major employment areas. It sets out in broad terms the spatial strategy and apportionment of development for the rest of the district, but does not identify sites for this growth, which will be the subject of another policy document.

Preferred Options

In summer 2007, we consulted on the preferred options for two of the LDF documents. These were the core strategy and Aylesbury allocated sites documents, however, since the publication of the preferred options, we have decided that we will no longer be preparing a separate Aylesbury allocated sites document due to changed government guidance. Strategic allocations at Aylesbury are now being made in the core strategy, and non-strategic allocations will be made in the delivery policies document.

Direction of Housing at Aylesbury

The preferred options documents identified the southern growth arc as the preferred location for the majority of Aylesbury’s development. This aspect of the consultation generated by far the most comments. As a result of this, issues over the deliverability of key infrastructure, and the need to respond to the changes in government guidance, we looked in detail at three different options for the development of the town:

• An eastern growth arc
• The southern growth arc
• A combined east and southern growth arc

Core Strategy Publication

Following this the Council moved forward to produce the Core Strategy publication document (June 2009), published for comments to be made before submission to independent examination. The publication core strategy sets out the overall strategy for development in the district, including a spatial vision and objectives. It makes strategic allocations in the district, for major housing growth at Aylesbury (in an eastern arc) and in the north east of the district adjacent to Milton Keynes, as well as key major employment areas. It sets out in broad terms the spatial strategy and apportionment of development for the rest of the district, but does not identify sites for growth in the rest of the district, which will be subject of a later document.

Core Strategy Submission and Examination

The core strategy for Aylesbury Vale district was submitted to the Secretary of State for independent examination on 30 October 2009. Mr Geoff Salter BA MRTPI from the Planning Inspectorate is conducting the examination into the core strategy. The hearing sessions took place commencing in February 2010 and finished on Thursday 1 April 2010. The hearing sessions have now closed.

Following the revocation of the Regional Spatial Strategy (South East Plan), on the 6th July, the Council is considering its impact on the Core Strategy. An interim statement from the Inspector was published on the 11 June 2010.
