Affordable housing supplementary planning document (SPD)

On 23rd November 2007, the affordable housing supplementary planning document (SPD) was adopted. The SPD has been prepared to provide guidance to housing developers and other interested parties about the interpretation and application of our affordable housing policies.

The South East Plan sets an average affordable housing figure of 35%. In response to this, our requirement has reduced from 40% to 35%. This may be reviewed when the South East Plan is revoked, but at present remains at 35%.

Published alongside the SPD was a sustainability appraisal report (SA) which highlighted potential social, economic and environmental effects likely to arise as a result of implementing the SPD.

Changes in the government's definition and delivery of affordable housing meant our current policy (as set out in the Aylesbury Vale district local plan and supporting supplementary planning guidance, or SPG) needed updating.

The detailed policy approach for affordable housing delivery will be set through the emerging Aylesbury Vale local development framework (LDF) (and supplemented by a corresponding SPD). These documents are due to be adopted in early 2010. In the meantime though, there is an urgent need to replace the existing SPG if affordable housing delivery through the planning system is to continue - this 'interim' affordable housing SPD is the way of doing this.
The SPD is now part of the Aylesbury Vale Local Development Framework and will be used to guide planning decisions on affordable housing matters.
