Aylesbury Vale Local Development Framework

Secretary of state’s direction to withdraw Core Strategy – effective from 5th October 2010

On 5th October AVDC was given direction from the Secretary of State to withdraw its core strategy. This takes place with immediate effect. A copy of the letter can be downloaded below.

Following resolution at a meeting of full council on 8th September 2010, the council requested the Secretary of State’s direction to withdraw the submitted Aylesbury Vale District core strategy (2009) from the examination process under the Planning and Compulsory Purchase Act 2004 section 22 (2) (b) and implement all necessary actions under the appropriate parts of the regulations. The Council also resolved to withdraw the Aylesbury Growth Arc Masterplan & Delivery Supplementary Planning Document (2010) and Salden Chase Masterplan & Delivery Supplementary Planning Document (2010) on receipt of the direction. Now that the direction has been received the necessary actions are in the process of being implemented.

From 27 September 2007, planning applications have been determined against a revised policy framework, as some AVDLP policies no longer apply. Follow the link below for details of the revised policy framework.

We are currently in the process of replacing the AVDLP with a new type of development plan for the District. It is called the Aylesbury Vale Local Development Framework (LDF) and it will cover the period to 2026. The LDF will be made up of a 'folder' of documents, which can be grouped as follows:

Process documents

• Local development scheme (LDS) - a timetable for the LDF
• Statement of community involvement, which sets out how we will consult on all planning matters
• Annual monitoring report , which reports progress in a number of areas including adherence to the LDS and the effectiveness of planning policies

Development plan documents (DPD)

• Core strategy: sets out the overall spatial strategy for development in the district, and allocates strategic sites in the district

Supplementary planning documents (SPD)

• We have adopted an affordable housing SPD, which provides guidance about the interpretation and application of our affordable housing policies
• We intend to publish SPDs on conservation areas and other further SPDs later in the process.

Sustainability appraisal (SA)

Sustainability appraisals are a way of making sure that policies and plans in the LDF meet the aims of sustainable development. In other words, making sure that economic progress is balanced with social and environmental needs.

Sustainability reports are published alongside LDF consultation documents.

Evidence base

The LDF must be backed up by a robust and credible base that informs the documents produced. All of the documents that make up our evidence base are published on this website.

The published Aylesbury Vale Local Development Framework documents now consist of the following:

• Local Development Scheme (October 2009)
• Statement of Community Involvement (October 2006)
• Conservation Area’s SPD – Consultation Draft (January 2010)
• Annual Monitoring Report (November 2009)
• Document’s that comprise the Aylesbury Vale Local Development Framework Evidence Base.
