Localism and Community Engagement
We are developing a new planning policy document for the district called The Vale of Aylesbury Plan. The plan will set out a strategy for growth for the district to 2031. The following page sets out how we will be taking forward the government’s community led process of localism and community engagement.
Since the coalition government came to power in May 2010, they have made clear their commitment to devolving power to communities. The government has started to put this in to practice publishing the Localism Bill in late 2010, followed by the Localism Act in November 2011.
The Act includes the following signicant changes to the planning system:
- abolition of regional strategies, including the housing targets set out in those strategies
- the right of communities to draw up a neighbourhood plan, and
- a community right to build.

Through The Vale of Aylesbury Plan, we have begun putting into practise this community led approach. We are already in the process of talking with parish and town councils about how they can help us by getting the local community's opinion on some key questions regarding planning policy for the district. We are asking parish and town councils to give us their view back in their ‘Vale of Aylesbury Plan - Community View’ – which is a way for all communities in the Vale to answer specific consultation questions in a similar way. In addition to parish and town councils, we are also involving Community Impact Bucks, an organisation that supports the community and voluntary sector and Aylesbury Vale Association of Local Councils. With these organisations, we will aid town and parish councils in producing new/reviewed Parish Plans and new Community-Led Plans. To start this process, we are working with parish and town councils to introduced the new Vale of Aylesbury Plan, and to support them in finding out the views of their community about future growth in their area.
