Neighbourhood planning forms part of the new planning system under the Localism Act 2011, through the introduction of Neighbourhood Development Plans, Neighbourhood Development Orders and Community Right to Build initiatives.
These are part of the government's initiative to empower local communities to help take forward planning proposals at a local level. These are voluntary local planning policy documents, which are written and developed by the community and usually led by town and parish councils.
