Private Hire and Hackney Carriage Driver assessment
All new applicants must hold a valid test certificate obtained through a council approved assessor to confirm that they meet Buckinghamshire Council’s driving standards. All new Hackney Carriage drivers must also obtain the enhanced wheelchair element of the council approved taxi test. Private hire drivers whose work may include driving wheelchair accessible vehicles should also consider undertaking the wheelchair element of the test.
The assessment process helps demonstrate to the Council that drivers are fit and proper to hold a licence. During the assessment drivers will be assessed on their ability to drive safely, find their way to destinations by the quickest route and their knowledge of the Highway Code, the Council’s licensing policy and licence conditions and the general laws relating to private hire and taxi work.
Before taking the assessment, candidates must ensure that they are familiar with:
- Buckinghamshire Council’s Licensed drivers – Rules and Regulations
- Buckinghamshire Council’s licensing policy
- The Highway Code

Applicants are responsible for paying for their assessment. It is in your interest to ensure that you are fully prepared to take the test. Should you fail the assessment you are likely to be charged for the cost of a new test.
If you are not confident about your ability to pass the safe driving element of the assessment, you may wish to consider taking a private driving lesson first.
